GlobalPlatform, the international smart card standards body, has
confirmed that GlobalPlatform technology, based on the GlobalPlatform
Card Specification, has been included in the recently launched ISO/IEC
7816-13 international standard: commands for application management in a
multi-application environment.
ISO/IEC 7816-13, which is intended to support implementations in a
multi-application environment, was published as an international
standard on the ISO website in early March 2007. The inclusion of
GlobalPlatform’s technical contribution confirms the organization’s
position as a leading authority on smart card specifications.
GlobalPlatform has already started work towards incorporating the new
ISO/IEC 7816-13 international standard into the GlobalPlatform Card
Specification v2.2 and will be the first standards body to be fully
compliant to ISO/IEC 7816-13 by the end of 2007. This will enable the
organization to provide card management systems with a simple migration
path from the existing GlobalPlatform Specifications to the new ISO
standard.
Marc Kekicheff, Vice Chair of GlobalPlatform, who is responsible for
driving GlobalPlatform’s involvement within ISO, comments: “This is a
long awaited milestone for GlobalPlatform which illustrates the
organization’s esteemed position relative to ISO and its international
smart card standardization efforts.

Dr Yachida, Project Editor of the ISO/IEC 7816-13 standard, adds: “It is
my pleasure that Japan’s proposal for this new standard in 2004, which
was improved under the ISO/IEC Joint Technical Committee 1 Sub Committee
17, Work Group 4, has finally been published as ISO/IEC 7816-13. This
international standard is the joint fruit of SC17/WG4 activities and
great contributions and support from GlobalPlatform.
“Post issuance application management is now one of the major
requirements of both government and commercial applications. I wish
GlobalPlatform success in the implementation of the new ISO standard.”
GlobalPlatform first became actively involved in the development of the
new ISO standard in November 2004, when the organization made a
significant technical contribution to the ISO 7816-13 standard, based on
GlobalPlatform’s Card Specification v2.1.1. GlobalPlatform’s
contribution was supported by the American National Standards Institute,
while experts from other countries such as Japan, Germany and France
also provided valuable input.
In March 2005, GlobalPlatform was granted Liaison Member status on ISO’s
technical committee responsible for developing standards in the smart
card series. As a Category C Member, GlobalPlatform became eligible to
contribute to, and participate in, the debates and development of
consensus for the new standard. As such, GlobalPlatform has been
intrinsically involved in the creation of the international standard for
multi-application smart card infrastructures.
