The Infocommunication Union Council has decided to develop the project
‘Mobile payment’ to broaden the RF citizen access to modern payment
services through using mobile communication networks.
Research is to be organized, technical solutions developed, proposals
prepared to improve the legal normative base, cooperation with the GSM
Universal Association and other authorized international organization is
to be expanded within the mobile payment project.
The Council has approved of the ‘Universal payment concept to pay for
goods and services using the existing and advanced communication
networks’ developed in accordance with the RF Ministry of Communication
recommendations. The Concept main provisions, micro- and macro payments,
including NFC technology, are to be tested, cooperation with the
interested market participants and possible mobile commerce
business-models are to be worked through within the testing zone of the
universal payment system, which is to be launched in the near future.
To agree upon the proposals to improve the normative legal base, with
the RF Central Bank, in particular, the Infocommunication council is
supposed to participate in the activities of the interdepartmental
working group to use mobile communication networks to pay for goods and
services. In accordance with the Decree of the Committee on energy,
transport and communication at the RF Duma, adopted on June 28th, 2007,
consultations regarding corresponding amendments to laws are to continue.
The leading mobile communication operators, i.e. VimpelCom, Delta
Telecom, MegaFon, MTS and Moscow Cellular Communication, Svyaz-Bank and
the bank Tavrichesky, the company Mobile Payment Systems and other
Infocommunication Union participants have stated they are ready to
facilitate to the given project implementation.
