More than 2.5 million South African Social Security Agency MasterCard debit cards have been issued to social grant recipients as part of the social grants disbursements tender which was awarded to Cash Paymaster Services (“CPS”) of Net1 UEPS Technologies. SASSA controls and manages the disbursements of 15 million social benefits to 9.2 million beneficiaries, who receive one or more of seven different social security grants on a monthly basis including: The State Old Age Pension, War Veteran Grant, Disability Grant, Child Support Grant, Foster Child Grant, Grant-in-aid and Care Dependency Grant. The biometric functionality of the payment cards identify social grant recipients using unique identifiers such as fingerprints and other personal information, which means that the payment cards cannot be used by any person other than the approved beneficiary to collect his/her grant.

Western Union launched its Gold Prepaid Card with VISA International and UnionBank of the Philippines. This will allow the cardholder to direct Western Union Money Transfer transactions directly onto the card by sending a text message, calling a customer-service hotline, visiting Western Union’s website or visiting a Western Union Agent location. The Western Union Gold Prepaid Card will introduce many Filipinos to the financial mainstream in a nation where, according to the World Bank, just 27 percent of adults over the age of 15 have bank accounts. In addition to remittances, cardholders can load their paychecks, government payments, their own cash and other earnings directly onto the card. It requires no minimum balance and includes a loyalty program.
Mellon Technologies IT integrator deployed its large-scale contactless EMV project in conjunction with Eurobank. The first contactless credit cards now available to bank customers, the EMV project allows cardholders to pay for goods of up to EUR25 with no need to enter a PIN or sign the payment slip. The biggest advantage of contactless payments is the transaction speed -by simply holding a contactless-enabled card over a reader, without entering a pin or signing a slip. While a typical card payment needs approximately 12 seconds to conclude, the contactless payment takes less than a second. Cardtronics announced its United Kingdom subsidiary, Bank Machine, has made Shell U.K. service stations the newest additions to the company’s roster of premier retail locations. By the end of 2012 Bank Machine will install, own and operate more than 600 free-to-use ATMs at Shell U.K. company-owned sites. All Shell U.K. company-owned sites supported by Bank Machine will receive ATMs outfitted in Shell colors, and complete with on-screen marketing and receipt couponing functionality. Visa announced during the London 2012 Games it will showcase the latest payment innovations, namely payments via mobile phone and chip-enabled payment cards. During the London 2012 Olympic and Paralympic Games, Visa and its partners are enabling Visa sponsored athletes, trialists, and visitors to experience the new solution. To make purchases, consumers select the Visa icon on the Samsung device and hold the phone to a contactless payment terminal to pay. The application also users to manage their spending by checking account history and balances real time. There are around 37 million Visa payWave-enabled credit, debit and prepaid cards in circulation across Europe. Contactless cards will enable visitors to the London 2012 Games to make “wave and pay” purchases at thousands of retailers. PIN or passcode is not required for purchases below £20 (limits vary by country). By the end of 2012, Visa Europe expects to have more than 50 million Visa payWave cards in circulation in Europe.
