MasterCard and PULSE reached an agreement to allow financial institutions that issue EMV debit cards that participate in both the MasterCard and PULSE networks to use MasterCard’s common debit solution on those cards. U.S. debit regulations require that each debit card provide merchants and acquirers the opportunity to route debit transactions over multiple, unaffiliated networks. This is made possible for debit EMV cards through the use of common application identifiers (AIDs). Licensing MasterCard’s common debit AID will help support EMV chip adoption in the United States by enabling issuers to deploy EMV cards in compliance with this regulatory requirement. PULSE will use MasterCard’s common AID to process domestic ATM and POS transactions on behalf of issuers that participate in both PULSE and MasterCard, including those initiated with contactless-enabled devices.
Swift launched launched Bankers World Online directory online query tool which has been significantly upgraded to provide more data coverage, a wider breadth of financial information (including data from Reuters, Dun & Bradstreet, and Moody’s), and new intuitive features and functionalities. The service is part of the SWIFTRef portfolio, an industry-wide platform for global payments reference data. The new Bankers World Online service includes essential reference data, such as Business Identification Codes (BIC), International Bank Account Numbers (IBAN), Legal Entity Identifiers (LEI), national bank codes and more that are used to facilitate international payments and to fulfil new reporting requirements. It also includes important financial information from market data vendors and credit rating agencies, including credit ratings, shareholder information, balance sheet information, cash flows, and many more data sets about customers, suppliers and service providers.
Datacard Group announced a second-generation Datacard MX Series Vision Verification Module to automatically ensure proper card stock is loaded prior to card issuance as well as verify printed elements after personalization is complete. This technology complements the numerous checks and balances already in place as the card passes through the personalization process. The enhanced Vision Verification Module utilizes a high-resolution camera installed in the module to capture an image of the card stock in order to locate and verify unique identifiers. MasterCard and the South African Social Security Agency (SASSA) announced that there are 10 million active SASSA Debit MasterCard cards in South Africa, following the introduction of the new biometric grant payment disbursement system that commenced in March 2012. This milestone marks the conclusion of the re-registration phase of the project, with social grant beneficiaries having received their new Debit MasterCard cards with biometric functionality, issued by Grindrod Bank in association with SASSA and Net1 UEPS Technologies (Net1). Since March 2012, just under 22 million social grant beneficiaries1 have re-registered onto the new system introduced by SASSA to minimise fraudulent grant applications and collections and reduce grant administration costs by distributing all grant payments electronically. A crucial feature of the SASSA card’s biometric functionality is that it positively identifies social grant recipients using unique identifiers such as fingerprints, voice and other personal information, which means that the SASSA cards cannot be used by any person other than the approved beneficiary to collect his/her grant.
More than 2.5 million South African Social Security Agency MasterCard debit cards have been issued to social grant recipients as part of the social grants disbursements tender which was awarded to Cash Paymaster Services (“CPS”) of Net1 UEPS Technologies. SASSA controls and manages the disbursements of 15 million social benefits to 9.2 million beneficiaries, who receive one or more of seven different social security grants on a monthly basis including: The State Old Age Pension, War Veteran Grant, Disability Grant, Child Support Grant, Foster Child Grant, Grant-in-aid and Care Dependency Grant. The biometric functionality of the payment cards identify social grant recipients using unique identifiers such as fingerprints and other personal information, which means that the payment cards cannot be used by any person other than the approved beneficiary to collect his/her grant.
