Fiserv Launches Instant Payment Card Issuance

Fiserv financial services technology solutions added instant credit and debit card issuance services to its central issuance business, allowing clients to provide consumers a plastic Visa or MasterCard branded payment card upon new account opening or replacement. Instant issue cards from Fiserv can be delivered using temporary secure vault cards to provide all the benefits of instant issuance without an investment in hardware and software or using permanent Instant Issue cards for financial institutions interested in issuing permanent, personalized cards in the branch. Fiserv provides a seamless connection between its central issuance bureau and instant issuance solutions deployed at financial institutions. Via that connection, data from every instantly issued card is stored, greatly simplifying the card replacement or reissuance process.

Florida Credit Union First to Launch VISA Prepaid EMV Card

PSCU is the first to issue VISA Prepaid EMV cards in the United States. Several PSCU credit unions will begin issuing the new cards later this summer and more than a dozen credit unions plan to deploy prepaid EMV cards this fall. Prepaid EMV cards deliver full debit card functionality and are designed for credit union members who are working, traveling, living or studying in Canada and Europe and other regions where EMV technology is the preferred method for payment processing. These versatile cards also contain a magnetic stripe for use in the U.S. Chip authentication is proven to reduce transaction fraud and positions credit unions to avoid VISA’s liability shift to issuers, which is scheduled for 2015. Value can be loaded onto the cards from a web site, IVR, branch, using debit/credit cards, account transfers from checking/savings accounts or through direct deposit.

TSYS Europe Prepaid Cards Gather Steam

TSYS Europe reports it has issued more than 1.7 million instant-issuance, non-personalized cards for The Gift Voucher Shop. GVS launched its “One4all Gift Card” in five major Irish Post Offices in Dublin and on its Web site. The product is VISA supported, although the card does not carry the logo, and is restricted to acceptance within a GVS-defined network of more than 200 UK retailers. The new gift cards will be offered in a growing number of Post Offices throughout Ireland and the UK later this year. TSYS now processes multiple prepaid portfolios for major banks across Europe, including Bank of Ireland, Royal Bank of Scotland, Norwich Union, Santander and LloydsTSB.

BANCO SANTANDER & WIN NIX

Banco Santander Santiago has signed agreements to implement Wincor
Nixdorf software for 320 ATMs. This brings the total number of Banco
Santander Santiago ATMs using Wincor Nixdorf software to 1100,
expands their software presence in Latin America, and will be complete by
December, 2007. This development is also consistent with the bank’s
goal of reducing teller-window traffic by allowing customers to do more
self-service banking with the machines, which will use contactless card
readers. Also, for public transportation fares, customers can reload their
fare cards for use on local trains, subways and buses. With 350 branches
and 8000 employees, Banco Santander Santiago has an installed base of
1700 ATMs in Chile.

Natl City Builds a Top Prepaid Portfolio

Cleveland-based National City reports it has topped one million VISA gift cards since it introduced the prepaid product in 2002. Approximately 60% of gift cards were sold this year through National City branches and 38% were purchased in bulk by business customers, either online or by phone. The average load on individual gift cards sold year-to-date is $129, representing an increase of 26% over last year for individual cards, and a 25% annual increase on the average load for bulk gift card sales to businesses. National City offers the “VISA Gift Card,” “Diamond Edition VISA Gift Card,” “VISA Buxx Teen Card” and “VISA TravelMoney.”

PrivaCash Gets a Debit Card Patent

Natl City Offers VISA TravelMoney

National City is now selling a non-personalized, instant-issue version of the “VISA TravelMoney” prepaid travel card in its network of more than 1,200 branches across seven states. Visa TravelMoney can be used to make purchases at any Visa debit merchant worldwide, as well as to obtain cash via ATMs displaying the Visa or Plus logo or via cash advance at participating financial institutions. Cardholders can obtain their balance, review transaction history and reload more value (up to 3 times beyond the initial load) online or by phone 24 hours a day, seven days a week. All customers who purchase a Visa TravelMoney card at a National City branch from now until August 31, 2006 will receive a $25 Marriott Bonus Bucks Coupon as a special thank you from National City. National City Corporation is a financial holding company.

Hart Takes an Interest in ECOM Financial

Natl City Seeks VISA Gift Card Agents

National City has launched a program to offer agent banks instant-issue VISA gift cards, after scoring success with its in-house program. Offered in pre-denominated values ranging from $25-$200, branch representatives activate the card at the point of sale by calling a toll-free number; no new or dedicated equipment is required by the agent bank. The agent bank VISA gift card program enables banks to earn revenue on each card sold, and provides the flexibility for the agent bank to set the purchase price charged to customers. The agent bank VISA gift card program provides consumers complete access to customer service resources. Cardholders can obtain balance information anytime online or through the gift card’s toll-free support number. Pen Air FCU of Pensacola Florida, recently began participating in the agent bank program and is selling VISA gift cards to members at its 12 retail offices.

VISA Gift Card Set for a Banner Year

VISA USA expects sales of its “VISA Gift Card” to soar this holiday season. The largest “VISA Gift Card” program is through Simon Property Group which piloted the card August 2001 and has since rolled it out to nearly 160 Simon Malls. Simon reports at 30% jump in gift card sales versus gift certificate sales so far this year. The “VISA Gift Card” is available for consumer gift-giving, as well as corporate incentive, rebate, and promotional uses. The card also offers all the protection and security features cardholders, and can be replaced if lost or stolen. VISA issuers require that the cards can only be purchased by adults over the age of 18. The cards be issued as reloadable or disposable. Card formats include personalized, non-personalized, or themes. However, all non-personalized cards are disposable and have a maximum expiration date of one year.
