EMV chip card adoption is a common goal of the U.S. payments industry, designed to increase card transaction security and decrease card-based fraud. This agreement provides all NYCE Network participants with an EMV license with respect to MasterCard products and continues the advancement toward a secure payment environment. This agreement permits FIS to offer a MasterCard-NYCE solution to all NYCE participants, bringing full EMV deployment across the U.S. another step closer.

FIS and its NYCE® Payments Network announced a licensing agreement to make the Visa® EMV® debit solution available to all NYCE participants. This agreement furthers the U.S. payments industry goal of EMV adoption and is NYCE’s first formal EMV license, which can be used by NYCE Network participants with respect to Visa card products. Fundamental to the agreement is the support of key NYCE participant business flexibilities, including portability between debit networks for issuers, routing choice for merchants at the point of sale and issuers at NYCE ATMs. At the same time, it ensures that NYCE will have access to Visa EMV technology in perpetuity to support NYCE clients and NYCE will be able to support transactions using all authentication types.
FIS is furthering EMV production and transitions with its programs for more than 50 financial institutions over the last 12 months. Offering implementation and issuance programs for providers looking to upgrade to the EMV standard used across most of the world, FIS has taken a leading role in several EMV initiatives that support financial institutions, retailers, government entities and individual consumers. Through its NYCE Payments Network, FIS is one of 10 founding members of the Debit Network Alliance (DNA). A collaborative effort of 10 of the largest debit PIN networks, Debit Network Alliance is working to create a standard for EMV debit card processing that will meet Durbin Amendment rules and allow for an open and competitive debit network marketplace. Its Travel EMV Prepaid Card program allows banks to quickly and easily sell prepaid smart cards to customers without implementation costs.
Consumers will be able to access cash for just $1 from thousands of ATMs as FIS introduces the DOLLAR$TOP limited-surcharge program through the NYCE Payments Network. DOLLAR$TOP also benefits financial institutions and non-financial institution ATM deployers, offering a “no-surprise” convenience fee of just $1 to their cardholders, without the royalty fees often associated with surcharge-free programs or the escalating costs of proprietary surcharge-rebate policies. Participating banks and credit unions will not be required to make their ATMs part of the DOLLAR$TOP program, retaining 100 percent of proprietary ATM surcharge fee revenue.
Fiserv appointed Dennis F. Lynch to its Board of Directors, a major contributor to the U.S. payments industry for over 30 years. Responsible for driving the adoption of card and payment solutions that have enhanced how consumers conduct financial transactions, Lynch is currently the Chairman of the Board at Cardtronics ATMs. He is also a Director, and former Chairman, of the Secure Remote Payments Council, a cross-industry organization dedicated to accelerating the growth, development, and market adoption of more secure ecommerce and mobile payments. Lynch was also previously the Chairman and Chief Executive Officer of RightPath Payments from 2005 to 2008 and the President and Chief Executive Officer of NYCE Corporation from 1996 to 2004.
Green Dot Corporation hired Ralph Calvano SVP, Processing. Calvano starts at the Company and will lead Green Dot’s strategic initiative to bring key elements of its transaction processing in house, thereby reducing reliance on third parties. He will also drive the ongoing strategic vision for processing, including integrating processing with other Green Dot technical environments. He was most recently with Fidelity National Information Services (FIS) as Senior VP and GM, Prepaid Solutions. In that role, he was responsible for leading all aspects of development, quality assurance, product/project management, client relations and cardholder customer service for the prepaid operations of FIS.
