Telefyne & Q Comm

FL-based Telefyne Incorporated is promoting Q Comm’s Qxpress 200 POSA solution. Q Comm has already shipped new Qxpress 200 units to Telefyne and will continue to roll out additional units as needed. Telefyne is a facilities-based carrier and switch-based reseller of prepaid services that primarily targets retail and wholesale resellers. Vodafone Group Plc and T-Mobile International AG announce an
initiative to create an interoperable mobile payment platform to accelerate
customer and merchant adoption of mobile transactions. The companies are
planning to launch the open platform toward the end of the year, with an
initial roll out in Germany and the UK. Vodafone and T-Mobile hope that other
operators will join them in launching the payment platform.

The payment scheme will deliver a secure and easy-to-use payment solution
for the purchase of goods and services via a mobile device. Wireless
customers simply store their personal details and preferred payment options in
a virtual wallet, and then choose which payment instrument they wish to use
when making payments via their mobile phone, similar to undertaking a
transaction from a conventional wallet.

Multiple payment options will be available including traditional credit
and debit cards, making transactions possible with any participating merchant
of the scheme. It is also possible, as part of this scheme, that smaller
purchases will be billed direct either to the customer’s bill, by pre-paid
top-up card or using other micro payment mechanisms. The aim of the scheme is
to provide an end-to-end experience that is convenient, secure, user-friendly
and trustworthy.

Thomas Geitner, Chief Executive, Global Products and Services, Vodafone,
said, “An open, interoperable platform for mobile payments will be a
significant enabler of m-commerce, enhancing the array of content, services
and commerce options available to customers. Our goal is to bring additional
value to customers by turning their mobile phones into convenient wallets. We
believe mobile customers should be able to use their devices as a payment
tool, much as they use their credit or debit cards or cash today.”

“There is a strong need for industry synergies to drive the usage of
mobile data services,” said Nikesh Arora, Executive Board Member, New
Business, T-Mobile and CEO, T-Motion. “We see a global vision to make the
mobile device multifunctional, a phone “too” approach -consumers using their
devices for phonecalls, as a games console, a messaging terminal or a virtual
wallet. We aim to offer a seamless end-to-end solution for consumers and
enterprises and integrating commerce into that solution is a key milestone.”

Encorus Technologies, owned by eONE Global, is working with the operators
on this initiative by combining its PaymentWorks(TM) software with the
payments expertise of First Data Corp (NYSE: FDC), the world’s largest payment
processor and eONE Global’s largest investor.

Blackstone (), one of the nation’s leading electronic providers of prepaid telecommunications products and services, Monday named John Marshall to the newly created position of president of Blackstone’s Prepaid Systems Group, a wholly owned subsidiary of Blackstone Communications.

Bringing over 25 years of experience in the electronic payment industry, John was most recently senior vice president, office of the president, for Hypercom (NYSE:HYC) (, a leading global provider of electronic payment solutions that add value at the point-of-sale for consumers, merchants and acquirers. According to John, “The opportunity that Blackstone has to quickly bring two large, but separate industries together (prepaid calling cards and credit cards) and better serve the merchant, is a ‘once in a lifetime opportunity.’ I am very happy to be a part of the Blackstone team.”

The Blackstone POS terminal, utilizing the Hypercom ICE 5500, is revolutionizing the electronic transaction industry. By integrating the processing of all major credit cards (MasterCard, Visa, American Express, Discover Card and Diners Club), ATM/bank cards and EBT (electronic benefits transfer) with the sale of prepaid cellular and prepaid calling cards into one, easy-to-use POS terminal.

Luis Arias, Blackstone’s president and chief executive officer added, “For the last several months, I have been trying to entice John to join Blackstone. I am thrilled to have him on board and look forward to announcing our major successes in the coming weeks.”

Telecom eFalcon

HNC Telecommunications Solutions, a division of HNC Software Inc., announced the availability of its telecom-specific version of the eFalcon Fraud Risk Management Service to communication service providers worldwide.

As carriers increasingly allow customers to pay for services with credit cards, eFalcon can increase carrier profits by reducing lost revenues from charge-backs and by saving valid orders that appear risky.

The telecom-specific version of eFalcon uncovers payment fraud patterns in real time, protecting both consumers and businesses from unauthorized use of credit card numbers. eFalcon is the only solution to provide strategy management and customer service tools to help businesses accepting electronic credit card orders (card-not-present, or CNP, transactions) to save those transactions that appear risky, but are indeed legitimate. Companies that implement eFalcon can also set policies for accepting and rejecting transactions on a global scale, resulting in increased profits and better customer relationships.

HNC offers intelligent payment fraud detection and risk management services that enable telecom carriers to detect credit card fraud in the account pre-activation stage of customer acquisition.

“As carriers introduce new prepaid service plans and flexible credit card payment options over the Internet, they are getting hit hard with credit card fraud. Not only are they liable for losses, carriers with excessive chargebacks can even lose the right to accept credit cards. eFalcon minimizes losses and ensures that carriers can rely upon credit cards — a required payment option in today’s competitive marketplace,” said Tony Patterson, president, HNC Telecommunications.

Carriers can experience CNP fraud when accepting bankcards for pre-activation through multiple sales channels including the Internet and email, voice response units (VRUs) that accept credit card numbers keyed on touch-tone phone dial pads, traditional call centers, and faxed applications for service.

eFalcon is able to recognize the most subtle patterns associated with CNP fraud often missed by less advanced methods of fraud detection. eFalcon uses some of the same advanced technology as HNC’s credit card fraud detection solution for card issuers, Falcon(TM), which protects more than 300 million cardholders today. Falcon is used by nine of the top 10 largest Visa and MasterCard credit card issuers in the U.S., and 15 of the 25 largest bankcard issuers worldwide.
