TxVia has partnered to offer a variety of financial products through “BankSimple” processing from Simple Finance Technology. Provided on a customized and segregated processing platform with scalability and availability, these products include processing for payment cards. The “BankSimple” service will provide FDIC-insured products accessed through a single BankSimple-branded card and will feature fee-free access to over 50,000 ATMs, free online bill payment, fast money transfers, an open API and responsive customer service via the phone and Web. Rep. Carolyn Maloney and Sens. Charles Schumer and Mark Udall are
reintroducing credit card reform legislation. The “Credit Cardholdersâ
Bill of Rights Act of 2009” seeks to ban arbitrary interest rate
increases, due date “gimmicks,” “excessive” fees and other “misleading”
terms. The new bill also requires card companies to fairly credit and
allocate payments and enable cardholders to set limits on their credit.
Rep. Maloney notes that the new bill sets no rate caps, fees, or price
controls, nor does it dictate any business models to card companies.
Last September, the “CCBOR” (HR 5244) passed the House, 312-112 but died
in the Senate. It would have banned universal default, double-cycle
billing, and retroactive rate hikes. In December, the Federal Reserve
released final regulations that would ban many of these practices, but
the new rule does not take effect until July 2010. The CCBOR introduced
this week would take effect 90 days after the President signs it.
The Merchants Payments Coalition says the “Credit Card Fair Fee Act”, for the first time, deals with the biggest credit card fee of all — the interchange fee. The bgroup says it welcomes the effort to stop the price-fixing practices of the credit card industry and create a transparent market-based process. The MPC also said that currently, credit card interchange rates are set in secret and hidden from view. Raising interchange fees is how VISA and MasterCard encourage banks to issue more credit and debit cards — as long as rising rates are kept top secret, consumers have no way of knowing the extra costs they are paying through higher prices.
A recent survey by eBay’s shopping.com has found that 33% of online merchants plan to offer free shipping this holiday season, but 69% indicated they are offering some type of holiday shopping incentives, whether it’s discounted merchandise, free gift cards, in-store pickup or other offers. Meanwhile, some e-retailers are reporting that traffic is running three times higher than traffic on “Cyber Monday” last year. Shopping.com also found that 86% of shoppers want free shipping incentives this holiday and more than half believe all merchants should offer this as a standard policy year-round. Holiday discounts are next on shoppers’ wish lists after free shipping, with 71% of respondents hoping to clamor for deals this season. A survey by NRF’s shop.org determined that 72 million consumers will shop online this holiday season with men more likely to shop from work than women (57.3% vs. 51.7%) and young adults 18-24 years old are more likely to shop there than any other age group (72.9%). Nearly 29% of retailers offered one-day sales and about 25% offered free shipping on all purchases for “Cyber Monday.” Shop.org also found that more than 72% of online retailers are planning a special promotion for Cyber Monday, up from 43% just two years ago.
