SIA Appoints New President

Brian C. Toohey took office as president of the Semiconductor Industry Association (SIA). Most recently senior VP of the Pharmaceutical Research and Manufacturers of America (PhRMA), Brian previously held senior management positions at DEKA R&D Corporation, AirCell, Inc., and the U.S. Department of Commerce. SIA will complete a relocation of its headquarters from San Jose, California, to Washington, D.C. in September. SIA is America’s number-one export industry over the past five years and seeks to continue U.S. leadership in this critical sector that employs 185,000 people in the U.S., and provides the enabling technology for America’s $1.1-trillion high-tech industries with a U.S. workforce of nearly 6 million people.

Amico Games mobile phone multi-player networked games, is encouraged by a recent government policy regulating online payment and settlement gateways. The People’s Bank of China will issue licenses to non-bank payment and settlement gateways commencing this September. All third-party payment agencies in China are required to submit an application along with their financial reports and client information in order to receive this license, subject to the central bank approval. This is the first time that the central bank has authorized service providers, other than banks, to participate in online payment collection through Internet, top-up phone cards and digital TV.

Chuck Harris has been appointed president of NetSpend prepaid debit cards. Most recently having been with Intuit as GM of the payment solutions division Harris also served as the CEO, president and COO of Electronic Clearing House and the president of Merchant Link, a subsidiary of Paymentech, where he was also group executive of client relations and lead the company’s strategic partnership initiatives. With NetSpend, Chuck will have responsibility for the partner, direct and corporate paycard lines of business as well as the company’s customer service operations.

Card Activation Receives Notice from Patent Office

The United States Patent and Trademark Office issued a “Notice of Intent to Issue Reexamination Certificate” in the reexamination proceeding involving Card Activation Technologies’ U.S. Patent number 6,032,859, covering the processing of debit purchase transactions such as purchases using gift cards. This confirms the Patent Office’s finding of patentable claims in the proceeding and its intent to issue a Reexamination Certificate confirming the patentability of those claims. Card is actively enforcing the ‘859 Patent against infringing retailers in multiple, ongoing lawsuits, and has entered into licensing agreements with numerous other retailers.

STIME IT provider is continuing to operate its “X.25” payments network with its latest agreement with Transaction Network Services. This agreement enables STIME to continue to use the “X.25” protocol across its 2,780 Intermarche grocery stores for POS and ATM transactions between the retailer and its acquirers. The move will ensure STIME provides a consistent, high quality and future proof service for shoppers, despite the forthcoming shutdown of the national X.25 network. These services are now available through text messaging, mobile browser and downloadable application interfaces and support multiple currencies and language scripts as required by ACLEDA’s customers. Acacia Enters Card Fraud Technology Settlement

Acacia Research Corporation announced that its Financial Systems Innovation LLC subsidiary has entered into a settlement agreement covering a patent that applies to credit card fraud protection technology with Dollar General Corporation. This resolves a dispute that was pending before the United States District Court for the Northern District of Georgia concerning Dollar General Corporation. The expired patent asserted in this litigation generally relates to a computerized system for protecting retailers and consumers engaged in credit card, check card, and debit transactions. The system includes an electronic card reader, and the generation and use of a transaction number, which specifically identifies each transaction processed within the system.

FNDS3000 Releases 2Q10 Fiscals

FNDS3000 Corp international prepaid processing company announced its financial and operational results for its third fiscal quarter, ended May 31, with a total revenue of $277,383, up 436% from $51,791. The number of prepaid cards issued and also activated rose to approximately 13,700 from zero thanks to not having commenced production roll-out of its prepaid payroll card programs until January 2010. As of June 30, 2010, the total number of prepaid cards issued and also activated had increased to approximately 18,000 with more than 60 million rand (US$8 million) in total value loaded to the cards. Additional disclosures show transaction fees accounted for $124,000 of total revenue, compared to $7,000 in the prior year; sales of plastic cards and security tokens increased 85% to $74,000 from $40,000; and processing fee-related revenues climbed 1300% to $70,000 from $5,000.

US Consumers Expecting Good From Financial Reform

With 41% expecting the final legislation to have a positive impact on the economy and 42% anticipating more stability within the U.S. financial system, U.S. consumers expect both the U.S. economy and the country’s financial system to benefit from Congress’ sweeping financial reform legislation. This, according to the RBC Consumer Outlook Index, also shows 41% of Americans worry it will have a negative impact on profits for Wall Street vs. 30% who think it will have a positive impact while 36% anticipate a negative impact on Main Street vs. 31% whom foresee a positive impact. However, consumers are split on how the final legislation will affect their own bottom line. Additionally, 29% of consumers think it will have a negative impact on their personal spending habits while 26% say it will have a positive impact; 44% see the national economy getting worse in the next three months, up from 38% in June; 30% say the U.S. economy and their own finances will get worse over the next year; 55% feel their ability to pay bills will remain the same over the next three months (compared to 57 per cent in June); and 50% say their debt level will remain the same (compared to 53 per cent last month).
