The Payments Accountability Council (PAC)
applauds government’s efforts to bring clarity, transparency and
merchant choice to the debit and credit card market in Canada through
the Government of Canada’s Code of Conduct for Credit and Debit Card
Markets. PAC’s review and commentary is based on three key principles: the need to provide clarity for consumers and merchants;
the need to provide merchants with effective tools to manage costs associated with debit and
credit cards and the need to ensure that the costs built into the system through
loyalty and other programs are paid for by those who introduce and
benefit from these costs. PAC members will continue to advocate for flat merchant fees for debit
card transactions, the elimination of higher merchant fees for premium
credit card transactions, real competition for merchant acceptance and a formal
stakeholder-driven rules-based oversight mechanism for all elements of the
Canadian payments system.

and Focal Point Computer to develop a mobile payment solution for FeliCa1 technology. v
The marketplace FeliCa, which includes mophie’s

PROTIVA E-ID

Digital security provider Gemalto is set to provide new electronic ID Cards with Australia”s Queensland
Police Service. The deployment benefits from the use of Gemalto”s
Protiva* family of solutions to provide, in concert with other software
products, a complete end-to-end digital security solution.
Currently, officers at the State agency carry separate photo
identification cards and building access cards, and use passcodes to
gain entry onto network systems. These will be replaced by a new police
ID solution featuring dual interface microprocessor cards, PC Twin
smartcard readers and the Classic Client software. Gemalto is providing
elements of the solution through a system integrator to dramatically
raise the level of protection against possible external threats such as
hacking.

ScanSource Offers IBM Unified Communications

ScanSource Communications will be offering an integrated unified communications solution from IBM Lotus Foundations Reach and ShoreTel. ScanSource POS & Barcoding delivers AIDC and POS solutions; Catalyst Telecom and ScanSource Communications provide voice, video and converged communications equipment; and ScanSource Security offers physical security solutions. Through this agreement, ScanSource Communications plans to offer the total UC solution, named “ShoreTel” for IBM Lotus Foundations, to its reseller partners. The solution includes the IBM Lotus Foundations Reach, an appliance designed for small to medium businesses (SMBs) that customizes and extends IBM Lotus Sametime’s UC and collaboration capabilities, as well as the ShoreTel UC products.

Data security provider Trustwave has been selected by
MasterCard issuer Middle East Payment Services to provide
Payment Card Industry Data Security Standard (PCI DSS) compliance
validation services. To validate compliance with the PCI DSS, Middle East Payment Services
will have to demonstrate compliance with 12 security requirements by
thoroughly reviewing its IT environment and information security
policies and procedures. Middle East Payment Services has enrolled in
Trustwave’s on-demand compliance management solution “TrustKeeper” to
access the necessary automated tools to support on-going compliance such
as quarterly network vulnerability scans. Trustwave will also remediate
any vulnerabilities to help ensure secure transactions for all the
customers using their payment gateway. Trustwave is the leading provider of on-demand data

LifeLock Encourages Consumer ID Protection

Encouraging consumers to keep a more watchful eye on personal finances,
LifeLock reminds everyone with a social security number has potential of
falling victim to identity fraud. In doing so, the identity theft
protection provider is educating consumers on the crime and the benefits
of proactively protecting personally identifiable information throughout
the month of January, which marks National Financial Wellness Month.
Childhood identity theft and fraud, for example, is particularly illusive
and can go undetected for years. Today’s identity thieves are both
technologically-savvy and reliant on old tricks, with skimming devices,
wireless network penetration, dumpster diving and posing as official
data workers to implement door-to-door scams. To avoid becoming victims,
consumers are reminded to review all statements monthly; avoid saving
log in information on any computer, even a personal one, and refrain
from sharing user names and passwords or account numbers with anyone; set
free fraud alerts with the three major credit bureaus; request free
annual credit reports and shred any unnecessary documents.

Sino Payments has signed an agreement with Valitor aquirer as an agent to refer European credit and debit card accepting merchants. With this, it is now able to market
to and sign up both ecommerce and Physical store merchants (card present) throughout Europe by partnering with Valitor with a single seamless data processing
platform available worldwide. Sino Payments is a U.S. public company with offices in Hong Kong and Macau, offering stand alone worldwide ecommerce
processing capability to convert transaction processing systems from old type dial up point of sale systems linked to sophisticated check out terminals to a
modern seamless IP transaction process. In doing so, it’s designed to reduce credit and debit card transaction processing times by half at checkout.

BMO & CPAC

BMO Bank of Montreal will launch a new MasterCard that will help members of the
Chinese Professionals Association of Canada (CPAC) establish credit in
Canada. The “BMO CPAC MasterCard” will also designate a percentage of the
value of the card’s transactions to support CPAC programs that help its
members successfully establish themselves and their families in Canada.
The BMO CPAC MasterCard can be used anywhere in the world where
MasterCard is accepted and will offer all of the features of a regular
BMO MasterCard including the ability to earn rewards on card purchases.
Customers can choose either the Gold AIR MILES MasterCard with a $99 annual
fee or the No Fee AIR MILES MasterCard. They also have the option of
choosing to earn CashBack on their purchases. Existing BMO MasterCard
customers can easily transfer their current BMO MasterCard to the BMO
CPAC MasterCard and maintain all of the same features and benefits.

Money donated to The Salvation Army will go to The Salvation Army Haiti, which will determine the country’s immediate needs, including water,

NEW EMPIRICA V4

Credit analytics provider TransUnion has announced the release of Empirica® V4 score.
Scores designed using FICO 8 analytics are expected to provide
incremental improvement in predictive power compared to those built on
prior FICO scoring models. For the new Empirica V4 score, this uplift in
predictiveness can be up to 17 percent over prior score versions.
The new FICO score in South Africa is expected to provide lenders with
significant improvements in the precision of risk assessments compared
to previous versions. In developing the score, FICO leveraged
enhancements in TransUnion’s robust credit report data for the country,
including additional installment, micro-finance and leasing reporting,
to provide a more detailed and thorough picture of consumer credit usage
and risk. The score is also intended to improve lenders’ decisions on applicants
with little or no prior credit history. Key features include an enhanced
Expansion Risk Indicator, which refines risk assessments to help lenders
extend credit to consumers who may have had limited access to credit
previously.
