O2 has launched its “Pay & Go” tariff designed to offer customers
unlimited web access and unlimited texts. The “Text & Web” tariff is
especially for customers on the go, whom will only pay GBP30 a month,
unless they join prior to October 31 in which case they will pay only
GBP15. Regardless of the UK mobile operator they use, the subscribers
gets inclusive allowances for “Text & Web,” those who join between
September 15 and October 31 who top up between GBP10 and GBP14 a month
will get unlimited UK text messages while those who top up more than
GBP15 a month will get unlimited UK texts and web access. Those joining
after October 31 who top up between GBP10 and GBP14 a month get 300 UK
text messages, top up between GBP15 and GBP29 a month will get 500 UK
texts and unlimited UK web access, and those who top up over GBP 30 a
month will get unlimited UK texts and web access.

Pilot Deploys NCR RealPOS

Travel center operator Pilot has selected the “NCR RealPOS 70XRT”
integrated touchscreen POS workstation.
Pilot has deployed the NCR POS workstation in all 306 travel centers
located in 39 states. The solution includes NCR RealPOS scanners and NCR
RealPOS printers. As part of the total solution, NCR provided staging,
installation and
project management services to ensure an efficient rollout with minimal
disruption to store operations. NCR also provides technology support
services to Pilot under an existing maintenance agreement. Pilot Travel
Centers LLC
(PTC) is the nation’s largest operator of
travel centers and largest seller of over-the-road diesel fuel and owns

Consumers Slowly Open Their Wallets in Aug

Consumer cash flow reached its highest point of 2.94% since before the
start of the recession in August. Used as an indication of consumer
spending levels, the Deloitte “Consumer Spending Index” is comprised of
tax burden, initial unemployment claims, real wages and real home prices
from an upwardly revised gain of 2.39% in July. Tax burden is at 9% of
personal income and continues to fall with the weakening of the economy
to the lowest in 50 years; unemployment claims have dropped sharply
since their peak in March to now below 600,000, typically an early sign
of a recovery; real wage growth is up 5.1 Y/Y due in large part to
falling energy prices; and real home prices are falling at a much slower
pace thanks to tax credits for home buyers coupled with low home prices.
Deloitte notes the recent incentives for autos and housing indicate that
consumers are willing to purchase when given a great deal. It is seeing
various consumer-facing companies, including retailers, hotels and
eating establishments pick up on this trend.

Contactless May Hold Key to Fighting Fraud

The key to fighting U.S. credit card fraud may lie in contactless chip
cards with dynamic cryptograms rather than end-to-end encryption with
magnetic stripes. A new
position paper says the primary motivation for contactless cards in the U.S. has
been to provide consumers with a faster way to pay. But, contactless transactions
can also improve payment security as the dynamic cryptograms protect cardholder
data in all payment transactions, because they make each payment transaction unique.
The chip card must be present to generate a valid cryptogram, which is verified
online when the transaction is authorized. Expanding use of contactless cards
throughout the U.S. payment system would lower fraud because stolen payment card
information could not be used to make fraudulent cards. The Smart Card Alliance
“End-to-End Encryption and Chip Cards in the U.S. Payments Industry” position
paper suggest that implementing end-to-end encryption is not a panacea; in fact, it
may be more akin to putting a steel door on a grass hut. SCA notes that the
contactless approach stands in sharp contrast to previous considerations of
implementing ‘chip and PIN’ based on the full EMV standard in the U.S. Instead,
this proposal builds on the issuance and merchant acceptance of contactless cards,
while keeping in step with globally interoperable EMV standards.

ICFE Credit Card Course Targets Students

With college students facing new credit card restrictions San Diego-based Institute of Consumer Financial Education has released an online credit card certification course. It is part of ICFE’s credit education program: “Credit When Credit is Due” (CWCID). The course is a twelve lesson program targeted towards first time credit seekers. There is a test at the end of each chapter. Successful students receive information about their “CWCID” completion which may be sent to credit reporting agencies and presented to potential lenders. More than 72,500 people have completed the “CWCID” program. About 400,000 “CWCID” text books have been distributed. The course fee is $40.

The Members Group Adds Three CUs

CUSO TMG has added Oklahoma Employees Credit Union, and CA-based Eagle
Community and Orange County’s Credit Union to its client base and
renewed partnerships with Iowa-based Dupaco Community Credit Union and
VT-based Heritage Family and Vermont State Employees credit unions.
Oklahoma Employees Credit Union, a 41,000-member will rely on TMG for
processing services on its credit and prepaid platforms. Eagle
Community Credit Union and Orange County’s Credit Union, have chosen TMG
to assist in credit card re-start programs. Each had previously sold
their credit card portfolio and is now looking to launch a new, credit
union-owned program.

Healthcare financial processor Patient Access Solutions announced that NY-based Continuum Health Partners has exceeded 300
installations of the PASHealth processing system to electronically
process its HIPAA compliant medical eligibilities and self-pay credit
card transactions. The PAS Systems reside within the various departments of the hospitals,
which include Beth Israel Medical Center, St. Luke’s Hospital, Roosevelt
Hospital, to name a few, faculty practice offices of the hospitals, and
