MasterCard and OptumHealth Bank Extend

MasterCard has signed an extension with OptumHealth Bank to issue MasterCards for health savings accounts.
The MasterCard will be issued for health savings accounts, flexible spending
accounts and health reimbursement arrangements, including the
accounts they manage for UnitedHealthcare members. The MasterCard cards can be used as
a form of payment, tied to these tax-advantaged accounts, for eligible medical
expenses, such as copayments, deductibles, prescriptions, vision care and certain
over-the-counter items. A recent MasterCard survey shows
physicians cite patient convenience, safety and security for their office, guaranteed
payment, and ease of recordkeeping as among the top benefits of payment card acceptance
OptumHealth Financial Services, a division of OptumHealth Inc., provides
tax-advantaged accounts for health care savings and spending, benefits
administration services, and integrated electronic claims settlement
solutions for health plans, third-party administrators and other payer groups.

Western Union Expands its Gold Card Program

Western Union will add a reloadable Visa prepaid card to its “Gold Card” loyalty program. About eight million “Western Union Gold Card” members in the U.S. will be targeted for Visa card starting July 8th. The new Visa card also offers discounts on sending qualifying “Western Union Money Transfer” and “Quick Collect” transactions. Western Union recently launched an “Overnight Home Delivery” service pilot featuring the new “Western Union MoneyWise Visa” prepaid debit card.
According to a recent Western Union consumer survey one in four Americans say they are using cash more often than they have in the past; 88% say an important reason they use cash is to avoid high interest rates and fees charged by credit card companies; and 91% say it is important for them to use cash more often so they avoid building credit card debt.

EURO M-PAYMENT

An MoU has been reached between GlobalPlatform international
specification body for smart card infrastructure and the Association
Europeenne Payez Mobile (AEPM) to align technical advances in mobile
payment services across Europe. Compliant with GlobalPlatform’s “UICC
Configuration,” AEPM develops specifications and facilitates trials to
promote and accelerate the deployment of contactless mobile payment. The
agreements between the organizations will initially focus on
developing required specifications to enable a user to select their
service, to ensure future technical advances made by the organizations
are aligned, will facilitate joint efforts to further detail
revolutionary mobile payment business models and encourage end-user
adoption. GlobalPlatform focuses on smart card infrastructure
development, having deployed an estimated 305.7 million smart cards and
two billion mid range USIM/SIM cards worldwide, while AEPM has been promoting Euro-deployment of mobile solutions since October of 2008.

YES BANK & FDC

YES BANK, a private sector bank and First Data electronic commerce payment
processing have reached an ATM deployment program MoU. Under the MoU,
the partnership seeks to jointly establish a widespread network of ATMs
across various cities in India, introducing “Convenience ATMs” to the
market and expanding the YES BANK footprint. In doing so, First Data
will leverage ATM capabilities to support YES BANK in identifying new
ATM locations, delivering installation and field management services
with 24×7 monitoring and vendor management, for which the pilot phase is
to begin August 2009 in Mumbai and Delhi. YES BANK currently has 117
fully operational branches and 93 offsite ATMs at 92 locations across
India while First Data securely processes transactions using data-driven
intelligence and insight for 5.3 million merchant locations and
thousands of card issuers in 37 countries.

Payment solution provider 3Delta Systems has been certified to
process online merchant payment transactions via the American
Express Card Authorization and Processing Network.The processing
system will also support Corporate Card Line Item Detail, also
known as Level -3 data, to augment basic card transaction with
more detailed purchase information – such as item descriptions,
quantity, unit price, invoice numbers – which are critical for
many corporate buyers. These features are particularly important
for 3Delta Systems’ largest customers – business-to-business
(B2B) and business-to-government (B2G) credit card and
purchasing card (p-card) merchants and users. In addition to
American Express Direct, 3DSI’s payment gateway also connects
with other major merchant processor networks that can receive
Level-3 data, including Elavon, Fifth Third Processing
Solutions, First Data, Global Payments and TSYS Acquiring
Solutions.

MC to Accelerate Debit Settlement Payments

MasterCard and Constantine Cannon, co-lead counsel for U.S. merchants in the “Visa Check/MasterMoney Antitrust Litigation,” have reached an agreement to accelerate payments to merchants. MasterCard has agreed to prepay the remaining payments agreed to in the “June 2003 Settlement Agreement” by making a single payment of $335 million in September 2009, in lieu of making the remaining four annual $100 million payments due through 2012. The agreement equates to a discount
rate of approximately 8% on an annual basis. In 2003, VISA agreed to pay $2.025 billion and MasterCard agreed to pay $1.025 billion over a ten year period. Constantine Cannon advised the court that it believes the deal will be more beneficial to “Class Members” than proceeding with the securitization of MasterCard’s remaining payment obligations.

organizations which has been developing since 1998. PacketVideo’s “CORE”

Gothenburg-based Todos Data System has received an additional order for 150,000 smart card readers from Slovakia’s Tatra banka. Tatra recently purchased 200,000 Todos units. The new order is divided between the “Todos A200” and “Todos Signature” readers. Tatra is the first bank in Slovakia to offer its eBanking customers an advanced smart card reader. Todos Data System has delivered 19 million products to more than 100 financial institutions in more than 30 countries. Tatra banka is a member of Austrian Raiffeisen International Bank-Holding AG.

OKI & RENESAS

OKI Data and Renesas Technology have signed agreements for the
acquisition of the Gunma Development Design and Device Division of
Renesas Eastern Japan Semiconductor front-end process line. OKI Data
plans to double current LED printer sales by FY2011 by increasing the
scale of its LED production operations in transferring to the new
Renesas facility by April of 2010 and completing procedures by November
30, 2009. Additionally, the new clean room is twice the size of the one
currently in use to increase production line efficiency fourfold and is
in close proximity to OKI’s Takasaki facility printer development,
shortening product development time even further. OKI Data has
representation in 120 countries worldwide and had an annual turnover for
FY07 of 187.9 billion yen while Japan-based Renesas Technology
microcontrollers achieved consolidated revenue of 702.7 billion JPY for
FY2008 (end of March 2009) with sales operations in 16 countries.
