Electronic payment provider APAX Global Payment and Technologies
is expanding its business operations into the Asian Market. APAX has
opened an office in Hanoi Vietnam
to facilitate the huge demand for its credit card and electronic payment
products in that region. The Hanoi office offers card processing related
services for local merchants accepting POS transactions as well as online
card processing for merchants from the entire region. Within its first two
weeks of operation APAX has been able to successfully launch its products
with a local branch of a well known international hotel chain and a local
airline. The Hanoi office will also be hosting the customer support center
for the APAX group, employing up to 150 people.

Integrated POS with the FlexPay Outdoor Terminal

GA-based POS provider Radiant Systems has signed an agreement with fuel dispensing supplier Gilbarco Veeder-Root to integrate Radiant Point of Sale with the Gilbarco FlexPay outdoor payment terminal.
To provide maximum safety for credit card data and transactions,
Gilbarco Veeder-Root’s FlexPay outdoor payment terminal has level 1 and
level 2 certifications through the consortium of Europay, Mastercard and
Visa (EMV) and uses PIN pads that are approved by the Payment Card
Industry council. The companies accomplished the integration between
Radiant POS and Gilbarco FlexPay through Radiant’s fourth-generation
Tiger forecourt controller and Gilbarco’s FlexPay software development
kit, requiring no third-party devices and ensuring industry-leading
transaction speeds at the dispenser.

SMART CARD INCREASES

Smart card specifications association GlobalPlatform has released figures
showing a
conservatively estimated annual increase of 15% in the total number of
smart cards, which utilize the GlobalPlatform Card Specification as the
basis for card infrastructure, that have been deployed globally.the number
of deployed GlobalPlatform based smart cards has risen from 265 million to
305.7 million worldwide. Ninety GlobalPlatform-based card
implementations have now been reported across Europe, Asia, Australasia
and the Americas. GlobalPlatform has also identified the key
industry sectors driving issuance of GlobalPlatform based smart cards.
Of the 305.7 million cards deployed to date, 45%has been issued by
governments, primarily for ID and healthcare applications; 32.7% has been
issued by the mobile telecommunications sector; 21.9% has been issued by
the financial sector; 0.4% has been issued by the transit sector.
An additional two billion mid range USIM/SIM cards worldwide are
currently estimated to use GlobalPlatform card technology to enable
over-the-air (OTA) application downloads for 3G and GSM mobile networks.
In October 2007, this figure was reported to be 1.4 billion, resulting
in a year-on-year increase of 43%.

DEUTSCHE CARD SERVICES

Deutsche Bank has launched “Deutsche Card Services” that will further
extend its leading cash management product
range into the merchant acquiring business, providing credit/debit card
clearing and settlement solutions throughout Europe. Deutsche Card
Services will be launched on the basis of the reliable
platform and expertise of Pago eTransaction Services GmbH (“Pago”). Pago
is the technology leader in card-based online payments, offering systems
for the processing of electronic payments to companies in the e-commerce
sector, mail order business as well as brick-and-mortar retailing.

E-payment provider GlobalCollect has appointed
Miles Flint as Chairman to its Supervisory Board with
immediate effect. From 2004 to 2007, Mr. Flint was President of Sony
Ericsson Mobile Communications AB (SEMC), where he was responsible for all
aspects of SEMC’s global operations serving consumers and operators alike.
Prior to that, he held various senior positions at Sony for thirteen
years, lastly as President Consumer Marketing for Sony Europe.

EUROCOMMERCE FEE ISSUES

EuroCommerce has today strongly warned
against increases in payment Card Schemes fees being introduced.Card
scheme MasterCard intends to significantly increase its Card Schemes fees
to merchant acquirers for both MasterCard credit and
Maestro debit cards across Europe.
EuroCommerce is also increasingly concerned about proper implementation
of the 2007 decision, following MasterCard’s reduction of its
cross-border interchange fee to zero on 21 June 2008. There are signs
that most banks are failing to understand the decision and refusing to
renegotiate acquiring contracts with merchants to reflect the reduction.
In some markets, MasterCard have
indicated that the domestic card scheme fee will increase by up to 161%.

BioPay with 5 Million Plus Paycheck Secure Consumers

BioPay now has more than five million consumers enrolled into the “Paycheck Secure” biometric check approval system. The five millionth consumer enrolled this month at Lowe’s Pay and Save
grocery store in Odessa, TX. Pay and Save has cashed more than $275
million in payroll checks for its 130,000 customers who are enrolled in
the system. With the Paycheck Secure system, customers
can enroll at any participating grocery store, liquor store, convenience
store or check cashing location to cash any employer’s paycheck or a
government check with a simple touch of a finger. The system’s quick and simple enrollment process,
coupled with easy-to-use features, helped merchants and consumers
nationwide complete over 53 million transactions worth $23 billion dollars.

Global Payments 3Q/08 Revenues Rise 30%

Global Payments reported third quarter revenues grew 30% to $405.8 million compared to $311.0 million in the prior year. GPN says that based on current performance, annual revenue is
predicted to rise $1,680 million this fiscal year. During the first quarter, the company began assessing its operating
performance using a new segment structure. The segments are now defined as North America Merchant Services, International Merchant Services, and Money Transfer. The company made this change as a result of its June 30, 2008 completion of a joint venture with HSBC in the United Kingdom, in addition to anticipated future international expansion. For more

Tier Technologies Appoints David Poe to Board

VA-based Tier Technologies had appointed David Poe, previously consultant to Edgar, Dunn, to the Board of Directors. Poe has served as a consultant and director of Edgar, Dunn &
Company, an independent global financial services and payments
consultancy since March 1980. From March 1998 to May 2008, Mr. Poe
served as Chief Executive Officer of Edgar, Dunn & Company.
