Providian has hired Richard Lewis of Ford Motor Credit as Chief Credit Officer. At Ford Motor Credit, he was responsible for credit risk management strategies associated with Ford Motor Credit’s North American automotive loan portfolio. Official Payments Corporation announced that Newport, Rhode Island has authorized OPAY to provide services enabling citizens to make credit card payments for various taxes and fees including real estate, personal property, and motor vehicle taxes, parking tickets, traffic citations, municipal court violations, and water bills. Last year, Newport collected more then $54 million in these tax and fee types. Newport, known as Yachting Capital of the World, draws over four million visitors each year. Official Payments also collects taxes on behalf of the cities of Coventry, East Greenwich, Portsmouth, Tiverton, Warren and West Warwick as well as the Rhode Island Department of Revenue and the Internal Revenue Service.Details

Equifax has named Mark Miller, formerly of Cendant’s Galileo International, as president and COO. Mr. Miller, 42, will lead Equifax’s day-to-day operations, with the heads of North America, Latin America, Europe, Direct to Consumer and Technology reporting to him. Oslo-based EPSYS and the French company XIRING have teamed to market transaction security solutions in Norway. The co-operation between both companies has already taken shape through
the development of smart card applications by EPSYS on the new XIRING platform: the Xi-Max. EPSYS can work with all the international smart card standards and has a full understanding of electronic purse systems. EPSYS has delivered hardware and software to all major smart card projects in Norway like Lotto online betting, health cards for pregnant women, and an electronic ID logon solution for the insurance company Storebrand.
Hypercom, CVS , and the National Center for Missing & Exploited Children have partnered to use card payment terminals to locate missing children. A pilot at four CVS pharmacies in Chicago is planned next month during which images and vital information about missing children will be displayed in full-color on Hypercom’s new ICE terminals. Unlike conventional payment terminals, the ICE 6000 terminal has a 6-inch color touch screen facing the consumer. The display can be used to display missing children information, payment information, and information about purchased items as they are scanned at the register. NCMEC says nearly 2,000 children are reported missing in the U.S. every day.Details
A new program announced will enable customers from Canada, the United Kingdom, Japan, Australia and the Euro-zone countries to pay American merchants with their VISA or MasterCard in their local currencies while allowing merchants the ability to benefit from lower international credit card transactions processing costs. IL-based Versatile Card Technology has launched a new series of hi-tech cards utilizing QualTeq’s patented metallized film process. VCT’s “Versafoil” cards consist of white PVC covered by a glossy overlay foil. The metallized laminate is produced in a vacuum metallizer by spraying liquefied aluminum onto a clear film. The “Versafoil” card can accept all components of a transaction card including magnetic stripes, signature panels, personalization, and security holograms because the foil is beneath the inks that then host a standard clear PVC overlay. To avoid scratches, the cards are shipped in specially prepared boxes. Other features include embedded chips and encoded magnetic stripes. VCT produces more than 800 million cards per year.Details

Providian confirmed Tuesday it has completed the structured sale of its higher risk portfolio in a transaction developed in conjunction with two limited liability companies formed by affiliates of Goldman, Sachs, Salomon Smith Barney, Cardworks, and CompuCredit. Credit card receivables in the portfolio totaled approximately $2.4 billion at the time of sale, down from $2.6 billion at the end of the first quarter, when the sale was first announced. The transaction involved approximately 1.3 million accounts. Under the completed structure, Providian will hold about $185 million in notes issued in conjunction with the securitization of the portfolio. Total cash proceeds to Providian National Bank were approximately $1.2 billion. Providian recognized a $240 million after-tax loss on the portfolio in the first quarter and expects to recognize an estimated $6 million after-tax loss in the second quarter. Providian will act as interim subservicer for the portfolio for up to twelve months and will continue to serve as the owner of the related credit card accounts for up to eighteen months. Since undertaking a balance sheet restructuring effort last fall, Providian has sold close to $12 billion in managed receivables.Details
CO-based Equitex has formed a new subsidiary to develop and market prepaid re-loadable stored value card programs.The new “FastFunds” stored value card will be targeted at various immigrant populations that utilize international funds remittance services. The stored value card can be purchased without intrusive personal information and will enable customers to place funds on the card in varying amounts at any time that can be accessed at ATMs or through POS transactions wherever debit cards are accepted. Equitex was formerly involved with FL-based Net First National Bank which issued the sub-prime “Net 1st MasterCard,” a credit card program which charged consumers a one-time reservation fee of $500, which fully utilized the credit limit. Wincor Nixdorf has expanded its relationship with Burlington Coat Factory Warehouse to install 1,400 BEETLE POS appliances to support the new, fall store openings and to continue the POS hardware upgrade program it launched last fiscal year. By the end of this fiscal year, approximately half of Burlington Coat Factory’s POS registers will be BEETLE/S systems; Burlington plans to continue upgrading the rest of its 300-plus stores in 2003. In addition to the BEETLE/S systems, Wincor Nixdorf is supplying a full set of peripheral devices including printers, displays, signature capture devices, cash drawers, keyboards, and scanners.
