The OCC said yesterday the defunct FL-based Net First National Bank failed to comply with 19 of the 20 articles in a enforcement action taken 18 months ago. The September 2000 enforcement action by the OCC required the bank to take a series of steps to develop and implement sound credit administration and underwriting practices; hire competent, experienced, and permanent senior management; and develop and implement a capital plan and a strategic plan acceptable to the OCC. In addition, the enforcement action required the bank to stop marketing its âPay-As-You-Goâ or “Net 1st MasterCard” credit card product until it proved the program was in compliance with all applicable federal and state laws, including consumer protection laws. The OCC found a number of unsafe and unsound practices at the bank, including: weak loan underwriting, excessive turnover among senior management, disarray among the Board of Directors, insufficient capital to support the risks undertaken by the bank, and inaccurate financial books and records. Most of the bad loans involved were SBA loans. However the bank had minimal exposure to any risk associated with the “Net 1st MasterCard” since the card is issued with a balance equal to the credit limit. According to Atlanta-based Impulse Marketing, the “Net 1st MasterCard” has been issued to more than 500,000 consumers to-date and signs up an average of 1,500 per day. The program generated substantial fee income to Net First National Bank. CO-based Equitex and its FL-based Key Financial Systems subsidiary, which markets and services the credit card program, is now seeking a buyer for its portfolio which holds about $5 million in secured card deposits. The firm hopes to resume marketing its patented âPay-As-You-Goâ credit card program with another issuer. Under the âPay-As-You-Goâ card program, consumers receive a credit card with a $500 balance and make a $15 monthly payment, of which $8 is applied to the monthly fee and $7 is deposited with the bank as a useable or refundable credit.Details

purchase order for its first production system for smart inlays, which are
in the manufacturing of smart labels.
The chosen flip-chip die bonding system from F&K Delvotec, Munich, Germany, is
optimized to manufacture high volumes of smart inlays for RFID (radio
identification) smart labels using NanoPierce’s proprietary WaferPierce(TM)
technology and a high-speed bonding process developed at NanoPierce’s

Safewww, Inc., which provides strong two-factor authentication for secure online access, payments, and transactions, this week launched FraudNet, a system created to protect payment providers, processors, and Web merchants from revenue loss caused by repeat fraud.
A recent report from Meridien Research shows that online payment fraud will increase from $1.6 billion worldwide in 2000 to $15.5 billion in 2005, as the number of online payments continues to increase. Meanwhile, 40% of Internet retailers were victims of online fraud committed several times by the same perpetrator, according to a study commissioned by Experian in August 2000. This allows FraudNet to remain unobtrusive to customers, not interfering in the online experience, while being simple for providers to use, implement, and maintain.

Concord EFS continues to make more acquisitions as it announced this morning an agreement to acquire TX-based Core Data Resources, a privately-held electronic transaction processor. Sonera introduced its mobile purchase payment pilot in the Helsinki
The Sonera Shopper service is a convenient method of payment and a complement
to cash and credit cards. Sonera is testing the service between March 4 and
August 31, 2002.
Shopper is the result of Sonera’s long-term development work for mobile
that started in the 1990s. In Finland, mobile phones are already being used
a number of everyday transactions, with potential for future growth.
A number of research organizations predict that payment by mobile phone will
become more common in the next few years. American market research institution
TowerGroup, predicts 118 million users in Europe, 145 million users in Asia,
and 22 million users in the US intend to use a mobile phone to pay for small
purchases in the next few years.
“Sonera has been a frontrunner in the development of mobile payment, and we
believe that this sector has the potential to become a significant business.
However, we want to test mobile payment extensively, in cooperation with
dealers and consumers, in order to get the best possible starting-point for

EASY PAYMENT BY MOBILE
Sonera Shopper turns the mobile phone into a payment device. It reduces the
need for cash and functions as a complement to credit cards. The service is
operator-independent – and only requires a conventional mobile phone and
phone subscription. There are presently 31 shops that accept Shopper payments.
This spring, Tiimari shops in the metropolitan area will include Shopper as a
method of payment, and Pizza Hut and Videofirma Makuuni plan to extend the use
of Shopper to all their locations throughout Finland.
The Shopper service allows for payment through Visa and Eurocard, as well as
Sonera Shopper accounts. In the pilot, bank cards will be issued by the
credit institution Luottokunta. Customers can also establish a Sonera Shopper
account, transferring money in advance. Pilot customers first register for the
service to identify themselves and select a method of payment. User
identification is based on the subscription number and a personal security
that the customer keys in. The customer receives an ordinary receipt for his
payment as well as a text message confirmation.
Payments are either collected on the customer’s credit card invoice or debited
to his Shopper account.
“The main benefit from the Shopper service is ease of payment. Payment is
quicker, the need for cash is reduced and the consumer can be sure he is

BACKGROUND ON SONERA MOBILE PAYMENTS:
Sonera has been developing mobile payment services since the 1990s. In 1997,
the company launched the first applications for buying soft drinks by mobile
phone from vending machines at Helsinki-Vantaa airport. There are currently

During the pilot period, there is no connection or monthly charge. Customers
only pay the costs that arise from use of the service (e.g., an order of

The Sonera Shopper service offers flexible payment. The customer sends the
search word MAKSU followed by his personal security code to number 13130. For
example: MAKSU XXXX. The reply text message that he receives contains a
six-digit payment code that he shows to the cashier. The purchases are
according to the customer’s choice, either to his Shopper account or on his
credit card bill.
Customers can make text message inquiries about their most recent payments,
total payments and account transactions. Text messages are sent to number
